MEMORANDUM OPINION AND ORDER

This is an action for damages for the deprivation of the rights of the plaintiffs' decedent, allegedly resulting in his death. 42 U.S.C. §§ 1983, 1985(3). The defendants the City of Johnson City, Tennessee, Messrs.
