Elmer L. Horst [hereinafter Horst], in his own name and in the name of all others similarly situated, brought this action in the District Court of Burleigh County against the Governor and the Adjutant General of the State of North Dakota [hereinafter Appellants], for the purpose of securing payment of a veterans bonus under the North Dakota Vietnam Conflict Veterans' Adjusted Compensation Act.
