This appeal is brought by Administrator, Motor Vehicles Administration (the Administrator) from a declaratory judgment and injunction entered against him in the Circuit Court for Carroll County (Weant, J.) on May 25, 1972. The court ruled in favor of appellees, who are a group of automobile "wreckers" licensed pursuant to Code (1957, 1970 Repl. Vol.) Art. 66 1/2, § 5-201. The
