STEINFELD, Justice.

This is an appeal by the Commissioner of the Commonwealth's Department of Economic Security from a judgment of the circuit court that set aside a decision of the department's appeal board. The court proceedings, which were brought pursuant to KRS 205.234, sought review of a decision of the board holding that the department had correctly processed appellees' application for public assistance for medical care.
