Robert V. Steinhilber appeals his conviction, by a jury, of violating the provisions of 15 U.S.C. § 1717. The indictment alleged that Steinhilber knowingly and willfully made untrue statements of a material fact in a "Statement of Record" filed with the Department of Housing and Urban Development, an agency of the United States of America.
