The issue here involves the rights of a riparian land owner on the White River at the location of the Chessman Ferry in Izard County. The seed for this litigation was sown when the appellant, Hayes Brothers Land & Timber Co., Inc., refused to renew the lease of appellee Guy Jenkins, a commercial boat dock operator.
