In this Howard County zoning case the locale is a four mile stretch of the Baltimore-Washington Boulevard, U.S. Route 1 (the road), between West Elkridge and Waterloo. The realty with which we shall be concerned is a 28.4 acre tract (the property) lying 200 feet back from the northwest side of the road.
