This appeal is from a ruling by the trial court holding unconstitutional Part I, Section 107 of the Traffic and Motor Vehicle Regulations of the District of Columbia, which reads:

Processions and parades, except funerals, shall not be allowed except by permit issued by the Chief of Police, which permit shall designate the time and route of such procession or parade, and no part of such procession or parade shall move except according...
