On January 2, 1969, an indictment was returned charging appellee, Richard Eugene Williams, with felony-murder, second degree arson and conspiracy to commit arson, and appellee, William L. Williams, with conspiracy to commit arson. On July 7, 1970, the lower court dismissed the charge of felony-murder with prejudice, and dismissed the arson and conspiracy charges with leave to the State...
