Foote, M.D., at the time of trial, was commissioner of health pursuant to the provisions of § 19-2 of the General Statutes and was responsible, inter alia, for preventing and suppressing disease in Connecticut, administering state health laws and the public health code, preparing regulations which were incorporated into the code, and supervising the operation of the state department...
