The history of this case stems back to a condemnation action begun by the City of Detroit in 1950. In that year, the City, preparatory to establishing a public housing project, filed a condemnation action in an area of the city designated "Mich. 1-11"; the appellant asked to be exempted from the condemnation proceedings.
