This case involves two appeals filed by the Pennsylvania Liquor Control Board (LCB) and the Board of Commissioners of Upper Darby Township (Township) from an order of the Court of Common Pleas of Delaware County dated February 13, 1973, in which the court sustained the appeal of Penn Continental Motor Inns, Inc., t/a Green Valley Motor Inn (Penn Continental).
