THORNBERRY, Circuit Judge:

This case is before us for the resolution of a single issue. We must decide whether section 304(a) of the Consumer Credit Protection Act1 allows an employer to fire an employee for garnishments that occurred prior to the Act's effective date. We believe that it does, and we reverse.

The facts of the case are undisputed. Prior to the Act's effective date (July 1, 1970), employee Long's wages had been garnisheed...
