Transcontinental Insurance Company brought this action against the State of Washington, the City of Seattle, and several other municipal corporations to have a professional liability policy which it had issued to George K. Faler declared inapplicable to an action brought against him and two other attorneys by those governmental bodies. Transcontinental moved for summary judgment which was granted. The governmental bodies and Faler appeal.
