Plaintiffs have brought this action seeking declaratory and injunctive relief pursuant to 28 U.S.C. §§ 1331, 1343 (3) and (4), 2201, 2202, 42 U.S.C. § 1983 and the First, Fifth and Fourteenth Amendments to the United States Constitution.
