NEVILLE, District Judge.

Defendants were tried before a jury and found guilty of violating 18 U.S.C. § 1955, the Federal anti-gambling statute. The court instructed the jury that, under that law, before any defendant could be found guilty the government must establish beyond a reasonable doubt:

1) that a gambling business was conducted in the State of Minnesota;

2) that the business violated the laws...
