OPINION AND ORDER

COOLAHAN, District Judge:

This is a suit brought by certain individuals and environmental organizations, on behalf of themselves and those similarly situated, seeking an injunction under Fed.R.Civ.Proc. 65 against construction of the Hackensack Meadowlands Sports Complex authorized under the New Jersey Sports and Exposition Authority Law, N.J.S.A. 5:10-1 et seq.1
