In this appeal we are required to review an order of the Maricopa County Superior Court reversing a decision of the State Board of Osteopathic Examiners in Medicine and Surgery.

The Board of Osteopathic Examiners had denied eligibility for osteopathic licensure to the appellee (Dr. Gary Wayne Ferris), after hearing, on the ground that he had not "served an internship of at least one year accredited by the American osteopathic...
