The petitioner, Roberta Siegwald, was arrested June 6, 1973 for operating a motor vehicle while under the influence of alcohol. The petitioner was asked by the arresting officer to take a chemical test for the determination of alcohol in the petitioner's blood in accordance with Section 4511.191 of the Ohio Revised Code.

The petitioner requested that she be permitted to call her attorney. The petitioner was not permitted to call her attorney....
