This is an appeal (G.L.c. 30A, § 15; G.L.c. 211A, § 10 [b]) by the Commissioner of Public Safety (commissioner)2 from a final decree of the Superior Court entered in a suit brought by the plaintiff under G.L.c. 30A, § 14.
