Three plaintiffs join in this suit: Friends of the Earth, Wasatch Mountain Club, Inc., and Kenneth G. Sleight.

Friends of the Earth is a national membership conservation group which states in its pleadings that a number of its members periodically visit and enjoy the use of the Rainbow Bridge and the Monument site, and that they use them in a way that will be significantly injuriously affected by the actions of the defendants...
