In this proceeding, which has been reported to us without decision on a case stated, the parties seek a determination as to the validity of an ordinance of the city of Worcester which established and granted certain powers to a human rights commission (the commission). The plaintiffs, sixteen registered voters in Worcester, desire a declaration that the ordinance validly conferred the subpoena power on the commission.
