STEVENS, Judge.

On 2 May 1973 David H. Campbell, the Superintendent of the Motor Vehicle Division of the Arizona Highway Department, through his authorized representative, without a hearing, revoked the driver's license of Kimball Alexander Webb, the petitioner herein.
