This dispute about water arises out of the conflicting interests of natural adversaries, the landlord and the tenant. The appellee (City), caught between Scylla and Charybdis or, to use the vulgate, between a rock and a hard place, chose not to serve the interests of the landlord, whereupon the landlord, aided and abetted by other landlords, sued to compel a change of heart.
