This proceeding presents first for determination the question as to whether the State Division of Human Rights has authority to file a complaint, upon its own motion, claiming a violation of the Human Rights Law absent an individual complainant; and, second, assuming it has such authority, did the division properly find petitioner engaged in an unlawful discriminatory practice.
