These two workmen's compensation cases arise under the Longshoremen's and Harbor Workers' Act, 33 U.S.C. § 901 et seq. (1970). They were filed separately on the same day and later were consolidated. Plaintiff-employer in No. 1917-72 moved to review and set aside the workmen's compensation order of August 31, 1972 under § 921(b) of the Act. That section requires that as a condition precedent...
