The State, appeals from a judgment dismissing speeding charges. It contends that the Illinois Vehicle Code (Ill. Rev. Stat. 1971, ch. 95 1/2, par. 11-601(b)) applied to the offense which occurred on Circle and Graham Drives on the campus of Northern Illinois State University in DeKalb.
