Presently before the Court for our decision are cross-motions for summary judgment filed by plaintiff Robert L. Gruca and defendant United States Steel Corporation. Plaintiff has asked us to restore him in his employment to a position of seniority, status, and pay to which he is entitled in accordance with the provisions of the Military Selective Service Act of 1967, 50 U.S.C. App. § 451 et seq.,
