Sometime in early 1972, negotiations between the city of Providence and the union representing the city's fire fighters for a collective bargaining agreement which would cover the fiscal year beginning July 1, 1972 reached an impasse. The union requested arbitration pursuant to the pertinent provisions of the Fire Fighters' Arbitration. Act. General Laws 1956 (1968 Reenactment) ch. 9.1 of title 28.
