Appellant-respondents are the City of Miami Beach, its council and planning board (hereinafter referred to respectively as "city", "council", and "board"). Appellants seek review of an adverse final judgment and the issuance of a peremptory writ of mandamus against them and an order denying them leave to file a late return to an alternative writ of mandamus.
