These consolidated cases challenge the constitutionality of two separate legislative enactments and seek to prohibit disbursement of public funds for tuition of students at nonpublic schools in the state of Washington. The first case involves financial assistance in grades 1 through 12 for needy and disadvantaged students, attending public and private schools.
