The instant matter is before this court by virtue of a petition for citation filed on behalf of the petitioner, Edward A. Baxter, adopted son of Emma Bell Baxter, the latter being one of the daughters of the decedent, Samuel R. Bell. Ann Bell Shoustal, one of the parties in interest, filed an answer containing new matter, to which a reply has been filed. All other respondents, and the remaining parties in interest,
