It is apparent to us that the petitioner proceeded and the district court acted on the assumption that, in proceedings to terminate parental rights, service by publication may be authorized when "the court finds it is impractical to obtain personal service. . . ." The quoted language is found in G.S. § 7A-283. Petitioner argues that that section expressly provides the procedure for service of process in proceedings to terminate parental rights...
