In this suit against the District of Columbia, the Firemens' Fund Insurance Co. successfully challenged the validity of two insurance regulations adopted by the District of Columbia Council.

During 1969 and 1970, the Government Operations Committee of the Council conducted hearings on insurance problems in the District and uncovered what it termed an "insurance crisis." The hearings disclosed a widespread practice of refusing to underwrite...
