The Oil, Chemical and Atomic Workers petition for review of an order of the National Labor Relations Board adopting a Trial Examiner's proposed opinion and order dismissing a complaint that charged Shell Oil Company with violations of Sections 8(a) (1) and (5) of the National Labor Relations Act.1 The complaint alleged that Shell unlawfully refused to meet and bargain at a single time and place with the OCAW representatives...
