The appellant, Norman A. Plotkin, during all of the times covered by this case and by its companion case on appeal, DC-11, was the owner of an apartment house, containing thirty-two dwelling units, at 164 Danforth Street, Jersey City, New Jersey, which he leased to month-to-month tenants. On December 23, 1971 he read in the New York Times a policy statement, issued the day before by the Price Commission, concerning the control of rents....
