This appeal involves the legality of common situs picketing conducted by the defendant-union on numerous construction sites in the Amarillo, Texas area. As with all cases of this type, we must accommodate two important yet often sharply conflicting values of national labor law and policy—the right of a union to strike, and the right of a neutral employer to be free of secondary pressures.
