These are two civil rights class actions brought pursuant to 42 U.S.C. § 1983 in which the plaintiffs seek declaratory relief under 28 U.S.C. §§ 2201 and 2202, injunctive relief, and compensatory and punitive damages for the alleged deprivations, under color of State law, of rights secured to them by the First, Fourth, Fifth, Sixth, Eighth, and Fourteenth Amendments...
