This is an action under 42 U.S.C. §§ 1983 and 1985, and 28 U.S.C. § 1343(3). Jurisdiction is present.

The complaint alleges that the plaintiff, a physician and surgeon licensed to practice in Wisconsin, had been a member of the medical staff of the defendant hospital for a number of years when, on January 22, 1969, the defendant's board of directors decided not to renew his appointment...
