OPINION

ZENOFF, Justice:

Appellant was employed by respondent Clark County on April 21, 1961 as a Deputy Probation Officer. On November 18, 1963 he was promoted to Chief Probation Officer and on June 4, 1964 to Director of Juvenile Court Services, which position he held until March 4, 1968.
