Plaintiff, Henry Langford, was a judgment debtor of defendant County Savings and Loan Association, which had execution levied on plaintiff's automobile to satisfy the judgment. Plaintiff then brought this action under 42 U.S.C.A. § 1983, seeking damages against County Savings1 and seeking declaratory and injunctive relief against the defendant officials of the State of Tennessee...
