Presently before the Court is the second phase of this action brought under the Civil Rights Act by certain individuals who were confined in the Baltimore City Jail as pre-trial detainees at the time suit was instituted. The original complaint named as defendants the Warden of the Jail, two Deputy Wardens and various members of the Baltimore City Jail Board. Equitable and declaratory relief and monetary damages were sought by the plaintiffs...
