This case is an appeal from an action of the Secretary of Environmental Resources, taken pursuant to section 2 of the Act of June 3, 1943, P. L. 848, 52 PS §12 (hereinafter Certification Act of 1943) suspending the certification of George Cerjanec as a mine foreman, and the certificates of Willard May and Emil Paci as assistant mine foremen, pending a hearing under the same statute relative to what further action
