In this habeas corpus proceeding, Frankie Joe Todd, an inmate of the Cummins Unit of the Arkansas Department of Correction, collaterally attacks his 1970 conviction in the Circuit Court of Ouachita County, Arkansas, of the offense of second degree murder.
