This case involves a petition for enforcement of a National Labor Relations Board order after "summary judgment" had been entered by the Board against respondent.

Two issues are presented. The first is whether the Board order should be refused enforcement because the Board failed to set it aside on respondent's motion for reconsideration alleging that its failure to follow the Board's procedure...
