This suit has its genesis in an attempt by the plaintiff, James A. Paynes, to register to vote on October 17, 1963. After the suit was filed, this Court granted defendant's motion to dismiss for lack of jurisdiction. James A. Paynes v. Dan Dee Lee and John Doe, 239 F.Supp. 1019 (D.C.1965).
