GEWIN, Circuit Judge:

Pursuant to § 10(e) of the National Labor Relations Act, as amended 29 U.S.C. § 151 et seq., the Board seeks enforcement of its order against Sheet Metal Workers' International Association, Local Union No. 361 (Local 361). This case arose from Local 361's assessment of a $2,500 fine and permanent expulsion of one of its members, Elmer C. Langston, a sheet metal superintendent for Langston & Co., Inc. (the Company).
