On December 15, 1970, the Colorado Springs City Council passed an ordinance, (Colo. Springs Municipal Code, Ch. 7, Art. 16) which established a firemen's pension plan for city firemen. One newly enacted Code provision expressly recognizes that the ordinance conflicts with various provisions of 1969 Perm.Supp., C.R.S.1963, 139-80, et seq.
