The complaint in the case at bar is brought under the familiar civil rights provisions of 28 U.S.C.A. § 1343(3) and 42 U.S.C.A. § 1983.1 It alleges that defendant Redevelopment Authority deposited "less money for compensation for the property taken than its value as required by the 5th Amendment" and that said defendant also used the Pennsylvania Eminent Domain Code "for a purpose other...
