On April 16, 1971, the New England Telephone & Telegraph Company ("the company"), under authority of G.L. 1956 (1969 Reenactment) § 39-3-11. as amended by P.L. 1969, ch. 240, sec. 5, filed with the Public Utilities Commission ("the commission") a tariff revision designed to add approximately $14,800,000 to its annual revenue.
